Hello Neighbor!

Wow, May completely got away from us, and June is moving right along as well!  Representative Ness spent the month of May working on issues and representing the wants and needs of constituents in the district.  She is working on creating a legislative update from the general session that will answer questions and review the many areas in which lawmakers in Springfield touched upon in the 104th General Assembly.

In the meantime, our district office has been busy. First and foremost, May was a bittersweet month for district staff. Alexis, our long-time office assistant, accepted a new position.  She always brought a smile and energy to our office and created amazing relationships with organizational leaders and constituents in the area. Alexis’ energy and enthusiasm will be missed in the office, but we are excited for the new opportunities that await her.

We also had the opportunity to welcome four new faces to our district office.  We are excited to showcase four local high school and college students who will be interning with our office this summer!  We are excited to have them join our office at town halls, community coffees, summer events, tours and anywhere and everywhere you may meet Representative Ness.

As always, if you have questions, concerns or just want to chat with Rep Ness, please reach out to our office.

Regards,
Denise W. H.
District Director for Representative Suzanne Ness • District 66

Welcome Interns

Eleanor M.
My name is Eleanor,I am a Political Science student at the University of Iowa, pursuing certificates in sustainability and human rights on the pre-law track. I am originally from Elgin, Illinois, and I’m passionate about environmental justice, civic engagement, and advocacy for human rights. I am so excited to support Representative Ness’s team this summer and gain hands–on experience with state government.

Alyson U.
My name is Alyson and I am thrilled to have the opportunity to work with State Representative Ness this summer. I am a rising senior at Jacobs High School! At school, I am apart of the orchestra, choir, and Color Guard and am the Historian of the Tri-M Music Honors Society. I hope to go into the field of Political Economy as a Copyright/Constitutional Lawyer and have had continued interest in U.S. History and Politics, which has influenced my passion for preserving local historical information. Some of the issues I am passionate about are expanding local commerce, public transportation, and connecting to our past  with our future! I am looking forward to expanding my interests and working on events with Ness’ office!

Delaney H.
Hello! My name is Delaney, and I’m from Crystal Lake. I recently wrapped up my sophomore year at the George Washington University, where I study political communication and human services. I volunteer with the World Without Exploitation Coalition, advocating against human trafficking, and have served as a legislative intern on Capitol Hill. In my free time, I enjoy painting, acting, and hiking. I’m thrilled to be joining the team!

Summer S.
My name is Summer, and I’ve been interested in government and politics for a while. I am excited and grateful to be working with Suzzane Ness’s office! I am going to be a senior at Jacobs High School. I participate in numerous activities, but the ones I spend the most time attending include being captain of our school’s debate team, engaging in the theater department, and I’m an active member of National Honor Society. Outside of school I enjoy riding roller coasters, and love going on road trips to numerous states. I hope to pursue becoming an attorney, and plan on majoring in political science and Journalism, then attending law school!

Shred / Recycle Event

My office recently hosted two impactful community service events in District 66; a Mobile DMV Day and a Shredding/Recycling Event. These events helped residents tackle everything from REAL ID registration and I-PASS transponder updates to safe document disposal and food pantry support.

At the Mobile DMV event held at the Algonquin Public Library, the Illinois Secretary of State’s office assisted residents in registering for REAL IDs ahead of the upcoming May 7, 2025 federal enforcement deadline. Attendees also had the chance to register as organ donors through the Illinois State Donor Program.

In addition, the Illinois State Treasurer’s office was on hand to help attendees search for unclaimed property via the I-CASH program, successfully finding $3,000 in unclaimed funds to area residents. The Illinois Tollway provided support as well, assisting residents with swapping out I-PASS transponders for the newer sticker versions.

It’s important to bring these services directly to our communities. From recovering lost funds to getting people REAL ID-ready, this event showed how the government can help when we meet people where they are.

The second event was in Carpentersville, it consisted of document shredding sponsored by KCT Credit Union and electronics recycling from Kane County Recycles that gave residents an eco-friendly, secure, and generous way to clean out and give back.  This event, co-hosted  with the Northern Kane County Chamber of Commerce, brought out many from the community:

• 3,500 pounds of paper were securely shredded
• 1,965 pounds of electronics; 255 pounds of books; and 60 pounds of mixed clothing, shoes & textiles were responsibly recycled
• And the community donated 140 pounds of food and $468 to the FISH food pantry

Thanks to bulk purchasing, that $468 will provide an estimated $3,745 worth of food, enough to support dozens of local families.

The generosity we saw from residents was incredible. People showed up not just to recycle or shred old paperwork, but to make a real impact. That $468 donation is going to stretch far and feed many families.

Parks Day at the Capitol and IAPD Legislative Conference-Illinois Association of Parks District

The Illinois Association of Park Districts (IAPD) had the opportunity to meet with elected officials to discuss the significant public benefits provided by parks, recreation, forest preserves, conservation, and special recreation districts. Thank you for your continued commitment to conservation and for setting a strong example of collaborative, sustainable action!

Realtors’ Lobby Day:
Key Housing Legislation in Springfield

It was a great meeting with local realtors during their lobby day in Springfield. I had the opportunity to sit down with them and discuss key legislation impacting our community.

I appreciate the realtors’ continued advocacy and dedication to ensuring our housing market remains strong and accessible for all. Together, we are working toward solutions that benefit current homeowners and future buyers.

Welcoming the Girl Scouts of Central Illinois
to the Capitol in Springfield

It was an honor to welcome the Girl Scouts of Central Illinois to the Capitol in Springfield! I had the opportunity to meet with these young women, learn about their initiatives, and discuss the importance of community involvement and service. Their visit is a reminder of the bright future we’re working to create for the next generation of leaders.

Thank you for your dedication to making a difference in our communities!

Text Message Scams

Secretary of State Alexi Giannoulias is warning Illinoisans to keep on the lookout for text message scams claiming to be from the “Illinois State Department of Motor Vehicles” that threaten to suspend vehicle registration and driving privileges.

The text messages are phishing attempts designed to trick residents into giving up personal or financial information. Recipients should not respond or open any links found in unsolicited texts and emails.

“Phishing scams are unfortunately an increasingly prevalent threat in our modern society, seeking to cheat Illinoisans out of their personal information and hard-earned money,” Giannoulias said. “Please remain vigilant to avoid these scams and report them to protect yourself and others from falling victim to fraud schemes.”

The office only sends text messages to remind residents about scheduled DMV appointments. It does not send text messages regarding driver’s license or vehicle registration status.

Illinoisans are encouraged to report scam attempts to the Federal Trade Commission by visiting reportfraud.ftc.gov.

Water’s Edge Ribbon Cutting-Crystal Lake

I am excited to welcome the beautiful new apartment complex, Water’s Edge, to Crystal Lake. Water’s Edge will no doubt provide quality living and help strengthen the fabric of our community. Judging by the turnout for the Ribbon Cutting, Crystal Lake is excited to welcome Water’s Edge to our town. Wishing you much success!

Mobile Office Hours
hosted at the Algonquin Area Public Library

Thank you to everyone who stopped by my Mobile Office Hours at the Algonquin Library! It was a pleasure speaking with constituents, hearing your concerns, and sharing updates on the work we're doing in Springfield. I’m grateful for the opportunity to connect directly and continue advocating for the needs of our community.

A big thank-you to the Algonquin Area Public Library for the warm welcome and continued partnership. We’re so grateful to work with such a supportive community space!+

State of Education Luncheon
Algonquin/ Lake in the Hills Chamber of Commerce

Spent lunch time with Superintendents Jessica Lombard (District 158), Dr. Neil Lesinski (District 155), and Dr. Martina Smith (District 300), who shared great information and insights on workforce development and AI in education, among other valuable topics. Thank you, Algonquin/Lake in the Hills Chamber of Commerce, for creating bonds between the school districts and the business community.

Kane County Hazardous Waste

Thanks for inviting us! I just got the numbers: 1,965 lbs (~1 ton) electronics, 255 lbs of book, 60 lbs of mixed clothing, shoes and textiles.

That’s great if you want to highlight the West Dundee site. I try to give some directions because it’s a little tricky to find, even with the street address. It’s tucked behind the Village Dept. of Public Works building, which means that residents should actually turn off Angle Tarn onto Beacon Street and then take a slight left through the gate into the DPW lot. Our area is just on the left through the gate, and we’re staffed Mon – Fri, 7am – 3pm.

The other thing you could highlight is that we have a home collection program for household hazardous waste that’s available in West Dundee, East Dundee, Carpentersville, Kane portion of Algonquin, Sleepy Hollow, Elgin Township…pretty much the whole area other than City of Elgin, which has its own program. It’s at no cost to residents. It’s somewhat under-utilized, especially in Carpentersville, so I’d love to get the word out about it. Residents can book by calling 866-466-5060 during normal business hours. More info here.

July 2024

Hello Neighbor!

Happy Fourth of July! This time of year is always a special one. When my kids were little it marked the height of the summer. We enjoyed being outside, spending time with family and friends, being on a more relaxed schedule, and enjoying all the sounds, sights, and tastes of the season! Many of our best memories occurred around the 4th of July.

Even though my kids are grown, I get to experience many of the same wonderful aspects of the season. I enjoy participating in community events, seeing so many people enjoying themselves in wonderful public spaces that we all share. I love talking one-on-one with constituents and learning even more about the great place we all call home. It is one of the many things I enjoy about this job.

I will be sharing some highlights from the last session in an upcoming town hall, as well as hosting coffees around the district so that I can spend a little more time talking with people who have more questions or want to get more involved in government. This summer we also have some wonderful young people working in the office! They bring energy and fresh ideas which can only improve the work we do.  I hope to see you soon around town, or at a scheduled event.

Sincerely,  Suzanne

DISTRICT UPDATES

Mobile Museum of Tolerance

I am honored to welcome the Mobile Museum of Tolerance (MMOT) to the central part of my district.  The MMOT will be at the Fox River Valley Public Library on Monday, July 29th and Tuesday, July 30th from Noon – 7:00pm.

Developed in collaboration with the Midwest office of the Simon Wiesenthal Center and the Illinois State Board of Education, the Mobile Museum of Tolerance is a free, traveling museum and classroom. Led by an Illinois licensed educator, it aims to inspire people to use their voices to speak up against anti-Semitism, bullying, racism, intolerance, and hate.

In conjunction with the MMOT tour, Sarah Sullivan, instructor of History and Business at McHenry County College will be presenting Beyond Rosa: The Women of the Montgomery Bus Boycott, at the Dundee Adult Activities Center (665 Barrington Avenue) adjacent to the library on Monday July 29th at 1:00pm.  What you think you know about the Montgomery Bus Boycott is incomplete; women do not often show up in Civil Rights history, but women planned, coordinated and implemented one of history’s most successful boycotts.  The backstory of this boycott is fascinating and will change your understanding of history.

The Mobile Museum of Tolerance and presentation on the Montgomery Boycott are free and open to the public.

Elgin’s Recognition as one of the safest and most affordable cities in the nation

I am proud to represent a city that GoBankingRates has recognized as one of the top 50 safest and most affordable cities in the United States. This is a testament to the hard work and dedication of the residents, city officials, and the Elgin Police Department who have created a community where safety and affordability are paramount. Elgin stands as a shining example of what can be achieved when a community comes together to support one another. I am honored to serve the Elgin community and will continue to strive for the prosperity and well-being of our beloved city.

Habitat for Humanity of
Northern Fox Valley in Carpentersville

I am thrilled to witness the progress in Carpentersville as Habitat for Humanity of Northern Fox Valley will begin an inspiring project to construct a 28-home subdivision. This initiative is particularly close to my heart as it aligns with our commitment to environmental stewardship. Notably, 13 of these homes are designed to achieve net-zero greenhouse gas emissions, setting a benchmark for sustainable living in our community. It’s developments like these that not only enhance our cityscape but also preserve the health of our planet for future generations. I am eager to see this eco-friendly vision come to life, further cementing Carpentersville’s reputation as a forward-thinking and responsible community.

Nona is a true cuddler and loves to sit on your lap and get a good snuggle in while watching your favorite tv show. She herself is a wonderful momma who is quite bonded to her adult son Twizzler. Twizzler is an affectionate boy who loves to flop over for belly rubs!  Twizzler would love a window where he can watch the birds and outside bustle from a safe vantage point.  He is quite attached to his momma, Nona, and they can often be found sleeping together or playing. We are seeking a forever home where they can remain together. Twizzler is not a fan of dogs or other cats (his momma is the exception). We are seeking a forever home where they can remain together.

June 2024

Hello Neighbor!

End of Session Post

I’m happy to be back in the district after finishing up this legislative session. The budget process was a little different this year. We had less of a surplus than we’ve had in year’s past due to less revenue and the end of federal covid relief dollars. It’s a budget that reflects the priorities of multiple groups, while still ensuring that our State is moving forward in a fiscally responsible way. We have challenges that we will have to continue to address, however we’re doing so on a much more solid foundation than we have done in the past and that is the result of compromise and collaboration.

I’m happy to discuss with anyone the process of passing the budget if you’re interested. Please reach out to my office. Below are some of my highlights of the budget.

CILA occupancy factor was included in the Medicaid omnibus- this is 2 years’ worth of work- it gives 20 extra days for paid absences to agencies that operate group homes, in addition to the 18 already allowed.

The Community Mental Health Act bill was added to the revenue omnibus package. The bill does a number of things, but most importantly, it corrects referendum language that has resulted in communities not getting funding even after voters in those communities voted in favor of the mental health levy. These communities will now get their funding.

I supported the $1.00 per hour increase in Direct Service Provider wages for those who serve individuals with developmental disabilities (this was not in the Governor’s proposed budget). We have so many families who have children with developmental and intellectual disabilities and it’s important we have the workforce to help care for those individuals as they age and transition toward more independent living.

And we passed a bill that will allocate $10 million to set up grants that will eradicate at least 1 billion of medical debt for Illinoisans saddled with medical debt.

Back in the District my office recently hosted a successful Shred Event/Food Drive and the Illinois Secretary of State’s Office Mobile DMV.  We have many fun and educational events planned for the summer. I am looking forward to being out and about in the community!

Sincerely,  Suzanne

SUMMER INTERN PROGRAM

I am so excited to be hosting four interns this summer! These fantastic young people are such an amazing asset to the district.  Welcome Meg, Renee, Camryn and Emily!

Meg

My name is Meg, and I am excited to work for State Representative Ness this summer! I am a rising sophomore at American University in Washington, D.C. where I plan to double major in Economics and Data Sciences for Political Science. At American University, I am a member of the Honors program, the Best Buddies chapter, the Women in Economics club, and the AU Girls Who Code chapter. Before attending American University, I graduated from Crystal Lake South High School and worked at the Crystal Lake Public Library and the Northern Illinois Special Recreation Association (NISRA). Some issues I am most passionate about include disability advocacy—particularly with special education—sustainability, and access to health care. I look forward to using these passions to serve my District 66 community alongside Representative Ness this summer!

Renee

My name is Renee and I’m a recent graduate of Woodstock High School. This fall I plan to attend the University of Louisville where I will double major in Political Science and History with a minor in Spanish on the pre-law track. At Woodstock, I was heavily involved in sports, volunteering, academics, and clubs, and I hope to remain equally active at the University of Louisville. I am committed to bettering my understanding of the legislative process and implementing my knowledge in the community. Last summer, I interned with State Representative Suzanne Ness, and I am excited to continue working with her throughout this summer.

Camryn

Hi my name is Camryn! I’ve been interested in political science, and government occupations in general, for some time, and I’m super excited to be a part of Suzanne Ness’ team! I am going to be a senior at Jacobs High School. I am secretary of my school’s National Honors Society and am also a part of thr tennis team. To pass time I like to play cello and am part of the Elgin Youth Symphony Orchestra. I hope to pursue any government opportunities in my future and am so glad to have the chance to work with Ness’ team!

Emily

Hi, I am Emily.  I have been interning with Representative Ness for over a year.  I enjoy constituent walking and meeting with residents.  I recently graduated from Crystal Lake South High School and I will be attending American University in the fall. I have been involved with NAMI and the McHenry County Mental Health Board.  I currently work at the Crystal Lake Public Library and I am looking forward to a busy summer filled with events for Representative Ness’ office!

Mobile Museum of Tolerance and Beyond Rosa
The Women of the Montgomery Bus Boycott

My office is excited to host the Mobile Museum of Tolerance (MMOT) along with the Fox River Valley Public Library District.

I had the opportunity to visit the MMOT when it visited the Algonquin Area Public Library District in Algonquin this Spring and I support their mission of educating and sharing history so we may learn from the past and not repeat it.

The Mobile Museum of Tolerance and presentation on the Montgomery Boycott are free and open to the public.

and Other Substances

The Illinois Department of Public Health (IDPH) recently issued a memo regarding an increased finding of medetomidine, an animal tranquilizer, in opioid use drug overdoses.   The effects of medetomidine can not be reversed by the use of Naloxone which is typically used to reverse the symptoms of fentanyl use. Medetomidine can cause respiratory depression, which can worsen when taken with other sedatives.

People who overdosed on Medetomidine experienced symptoms such as low heart rate and low blood pressure, in addition to symptoms of opioid overdose like low breathing and small pupils.

Meet Hollee

Hollee is a devoted mama now eagerly seeking her forever family! She mastered potty training, crate training, and leash manners. Hollee loves outdoor playtime with her toys, especially the squeaky variety. Cuddles and belly rubs are her love language, and she’ll happily snuggle beside her humans. While she’s a social butterfly with fellow canines, cats aren’t her cup of tea! Hollee’s heart is as big as her enthusiasm for meeting new doggy friends. She’s a possible Catahoula Leopard mix and 52 lbs. Her estimated birth date is 6/19/2022.

Meet Black Opal

Black Opal is a gorgeous, petite, black/chocolate coloring senior kitty with long fur. She can be a diva and prefers to get all the attention from her foster Mom. Black Opal is quite the lap cat! She does fine with other adult cats and adult dogs that ignore her. She would do best in a quieter home with respectful older kids, if any, in the household. She’s had a dental cleaning and some extractions. Black Opal is also spayed and up to date on vaccines. Estimated birth date is 3/25/2015.

Hello Neighbor!

This is it! We are in the final weeks of this spring session.  Most of our time going forward will be putting the budget together after months of hearing budget presentations from state agencies and programs throughout the State. This year’s budget will not contain the one time federal funds that we’ve seen the past few years so there are likely to be some difficult conversations. Our State’s fiscal situation has improved significantly in the past 5 years and it is my desire to see us continue on that path. As we stabilize our finances, it puts us in a better position to do more in the future.  My priorities have not changed: education, individuals with disabilities, and improving long-term care quality of care throughout the State. This is also supported by the surveys I heard from constituents throughout the district. I will send out an end of session wrap up soon. Until then, please reach out to my office if there is anything you need.

Lastly, Happy Mother’s Day to all the moms in the 66th! I will enjoy spending time with my now adult children and planting flowers like I do every year!

Sincerely,  Suzanne

LEGISLATIVE UPDATES

SPRINGFIELD UPDATES

Members of the General Assembly have introduced nearly 6,000 bills to date so far, and there are various initiatives that have been proposed upon the General Assembly. In May, the General Assembly kicks full gear with debates and discussions surrounding various proposals in Springfield– almost in the entire month! I would like to spotlight some of the important bills that I have introduced in the General Assembly, which are now in the Senate! If you would like to see ALL of the bills I introduced or co-sponsored, please visit this link: https://www.ilga.gov/house/RepBills.asp?MemberID=3193.

HB3286 – Teacher Externship Stipend

I am excited to share updates on an important piece of legislation that I introduced in the House, with bipartisan support, and is now waiting for consideration in the Senate. HB3286, also known as the Teacher Externship Stipend Bill, is a promising step towards strengthening our education system and preparing our students for the workforce.

The bipartisan bill proposes a grant program to be established and administered by the State Board of Education. This program aims to reimburse school districts for providing stipends to classroom Career and Technical Education (CTE) teachers. These teachers will have the opportunity to participate in externships with a manufacturing company in Illinois.

The goal of these externships is to equip our teachers with real-world industry experience, which they can then bring back to the classroom. This initiative will enhance the quality of CTE courses, providing our students with a more robust and relevant learning experience.

I believe that this bill represents a significant investment in our teachers and, ultimately, our future workforce. I look forward to keeping you updated on its progress as it is being considered in the Senate.

HB3288 – Strengthening Regional Manufacturing Partnerships

One of my bills that passed through the House over to the Senate, HB3288, makes a step towards strengthening our regional manufacturing partnerships and enhancing our state’s economy.

This program directs the Department of Commerce and Economic Opportunity (DCEO) to develop a program of technical assistance in support of regional manufacturing partnerships. These partnerships will include secondary, postsecondary, and workforce stakeholders. The program will be developed in collaboration with employer associations representing manufacturers, public universities, and community colleges. This initiative aims to foster collaboration between these entities and enhance the manufacturing sector in our state.

The bill, which has received bipartisan support in the House, is now awaiting in the Senate for consideration. I believe that this bill is one important step towards strengthening our regional manufacturing partnerships and enhancing our state’s economy.

April 2024

Hello Neighbor!

April is one of my favorite months. Not only because it’s my birthday, but because Spring is in full swing. Nature is busy and so is the General Assembly!  The first week of April is a deadline week for getting bills out of committees.  I have several bills that passed out of committees and are now on second readings. There is a long way to go before any of them become law, but it’s exciting to see something that started out as an idea become a potential solution to an existing problem. Many of my bills come from the lived experiences of constituents. To me, that is the best legislation and one reason I love this job.

I welcomed my first “page for a day” in Springfield a few weeks ago. Camryn is a junior in high school and her enthusiasm was infectious! It was so much fun showing her around and seeing the process through her eyes. It is such a privilege to serve.

My office is busy as well! My office recently  participated in an Easter Egg hunt that the City of Elgin Police hosted. They didn’t just spread the eggs out, they dropped them from a helicopter! It was fun to see the kids get so excited as the roar of the helicopter signaled its approach. There were more than 2000 people in attendance! It was a sight to see.

We will be participating in events all over the district this summer! We offer many opportunities for constituents to meet and share concerns or ask questions. I hope to see you soon!

Sincerely,  Suzanne

LEGISLATIVE UPDATES

SPRINGFIELD UPDATE

At the time of this writing, a few of my bills are on the 2nd reading in the legislative process. How they got there and where they will go from there . . .

First Reading:
During this stage, the bill’s title and number are read aloud, but there is no debate or voting on the bill itself.

Committee Consideration:
After the first reading the bill is assigned to a committee for further review. The committee reviews the bill, holds hearings, and may propose changes to the bill. Once a bill is passed through the committee it heads to a second reading.

Second Reading:
The bill is presented to the full legislative body and amendments can be offered and voted upon by the floor. Once the bill passes a second reading, it goes to a third reading.

Third Reading:
The bill is debated and voted on by the entire legislative body. If approved, it moves to the other house. If rejected, the bill does not proceed further.

Engrossment:
Once the bill passes the third reading, it is sent to the other house in the form passed by the first house (this version is called “engrossed”). The other chamber then follows a similar process of readings, debates, and votes.

Currently eight of my proposed bills are in their second reading: HB3286, HB3288, HB4090, HB4524, HB4807, HB5276, HB5354, HB5444.

Below is a press release directly from the
Illinois Department of Transportation:

The Illinois Department of Transportation announced today that a project to replace the bridge carrying Illinois 31 (State Street) over U.S. 20 in Elgin will begin, weather permitting, Monday, April 1.

To complete the work, Illinois 31 will be reduced from two to one lane in both directions, between Dana Drive and Oak Street. U.S. 20 will also be reduced to one lane in each direction, between Grace Street and McLean Boulevard. Additionally, motorists should also expect various lane shifts on Illinois 31 and on U.S. 20 approaching the bridge, along with various overnight lane closures on U.S. 20 at the bridge during that time.

Access to local residences and businesses will be maintained throughout construction.

The $19 million project consists of replacing the existing bridge with a new wider structure, widening the existing interchange ramps, installing new LED lighting and modernize traffic signals and constructing new sidewalks with ADA-compliant ramps and curbs.

The project is anticipated to be completed in summer 2026.

March 2024

Hello Neighbor!

This year I’m adopting the term “March Madness” to describe our weather! While it feels like Spring, I know it’s too soon to pull out the patio furniture and gardening tools. That’s ok because I am busy working on legislation that will help senior citizens afford their homes (HB3054), create more oversight for renters who get their water billed through property management companies (HB4090), ensure that vulnerable Illinoisians are protected from predatory caregivers who use marriage to exploit the people they care for (HB4444),  and end the yearly driving test requirement for drivers over 75 with good driving records (HB4431). I’m also working on legislation that would start to curb harmful plastics in our environment (HB4448), make meaningful changes to the Community and mental health act (HB4541),  and create a Career and Technical Education Task Force within the State Board of Education (HB4473).

My office continues to get constituent calls helping people navigate the red tape of State agencies, and we continue to be out in our Community! I had the best time handing out handmade Valentine’s Day cards to healthcare workers at Sherman Hospital! The Hospital Association has shared that this year every hospital in our region has experienced an increase of aggressive behaviors toward healthcare workers. Taking a little time to remind people that the work they do is recognized and appreciated, is a small way to help counter the challenging parts of the job. My office teamed up with Representative Moeller’s Office and it was a wonderful event!

See below for more news about our great district! I remain humbled and honored to be able to serve and I look forward to lots of debate and conversation as we work on tough issues this Spring session in Springfield. If you have any questions about bills, reach out to my office. I’d love to hear from you.

Sincerely,  Suzanne

3rd Annual Healthcare for Heroes
Valentine Day Event

February 14th marked our 3rd Annual Healthcare Heroes Valentine Day Distribution to the fabulous healthcare workers in our community.  My staff and I, along with Representative Anna Moeller’s office, shared community created valentines with the staff at Advocate Sherman Hospital.  We are grateful for all the healthcare workers who are present at the most vulnerable moments for patients, often at the expense of time with their own family.  Sharing cards  and flowers is a small gesture to let them know that they are noticed and truly appreciated.

The creative and fun cards were created by: Patrons of the Fox River Valley Public Library, Boys & Girls Club of Dundee Township, Northern Illinois Special Recreation Association (NISRA – McHenry County), Crystal Lake High School, Sunny Hill Elementary School in Barrington, and St. Edward’s Catholic Preparatory Academy in Elgin. And thank you to constituent Susan M. for her beautiful handmade cards.

This card, which was randomly selected, contained a riddle. “What did the lightbulb say to the other lightbulb on Valentine’s Day? I love you a watts!” The lightbulbs were shaped like hearts- the person I gave it to turned out to be the facilities manager! He deals with lightbulbs all day long!

One of my favorite cards showed a predator fish and it said “You’re a Catch!”
The nurse we gave it to loved it!

Shari D’Shazo, hospital President,  and her amazing team knew everyone who walked by us. Shari is a great leader.

It was so fun making people smile as they read the cards. The kids hand made cards are so creative- hearts in all sorts of shapes, and many messages of thanks for taking care of us.

Springfield was very busy within the first two months of the session. Almost 6,000 bills have been filed in the House! The discussions regarding these bills and the Governor’s budget proposal have only begun. Below are highlights from two of the bills I have either introduced or co-sponsored for this legislative session. As always, if you have any questions or comments, please don’t hesitate to contact my office via email: info@repsnessil66.com.

HB4431
No Road Test for People Over 75

This bill will end the driving test requirement for people over the age of 75 to renew their license. There are many preconceived notions that older drivers cause more car crashes than any other age, however, according to data from the Illinois Department of Transportation, drivers over the age of 75 have been involved in the least amount of car crashes compared to any other age bracket. The younger the driver, the more likely they will be involved in or cause a car crash. Therefore, it would make sense to end the driving test requirement for drivers over the age of 75, as Illinois is the only state in the entire nation to require such thing. Ending the driving test for drivers over 75 contributes to a fairer and more respectful system for our elders and maintains their mobility and independence. There are more effective ways to determine whether a senior is fit to drive, through regular medical or vision assessments.

HB4473
CTE Task Force

This bill creates a Career and Technical Education Task Force within the State Board of Education. The goal of this task force is to examine how to involve more students in technical education, and to ensure meetings every three months among the task force board members. I support the expansion of Career and Technical Education (CTE) opportunities for high school students. CTE programs offer invaluable hands-on experiences that equip students with practical skills and offer alternatives to traditional academic routes. By expanding CTE opportunities, we empower students to explore their passions and easily transition into the workforce or pursue higher education. This also contributes to building a more skilled and adaptable workforce, which also aligns with the evolving demands of our economy.

Meet Stormy

Stormy is a seven-month-old Terrier Mix puppy with a vibrant personality. Stormy is a smart girl who quickly adapts to routines, loves giving kisses, and enjoys playing outside and snuggling on the couch.  Stormy thrives on routines, aiming to be a good girl in everything she does. Like any youngster, she could use some assistance with basic obedience, such as leash walking. Stormy is a social butterfly when it comes to other furry friends. Whether it’s playtime or a cozy nap with a fellow canine companion, she’s always up for four-legged fun. Stormy still has some puppy behavior, so she will need a family who understands and will continue to guide her on being a good canine citizen.

January | February 2024

Hello Neighbor!

Happy New Year! I enjoyed the holidays this year with family and friends. Our family welcomed a new little one on Dec. 30th. My niece Hannah gave birth to a healthy baby boy.  Our next generation of family is growing! Her experience reminded me of how important it is that everyone has access to quality health care, doctors they trust, and the ability to take time off after such events.

I’m so excited about this year and all that we have planned. Our team grew last year and we met together as a team to plan out 2024. Look for more mobile office events, coffees with constituents, town halls, and updates, as well as adding more constituent advisory groups. It helps me connect the work we do in Springfield, to the impact it has on people’s lives. We don’t always get it right, and I’m learning how we can make the process better. Look for more of that to come this year.

You’ll see from the video below, a review of last year. I couldn’t believe it when I saw it. I am immensely proud of all we accomplished and I continue to be humbled by this opportunity to serve. I look forward to seeing you this year at one of our many events.

Sincerely,  Suzanne

Our office is partnering with Representative Anna Moeller’s office to show appreciation to our local Healthcare workers.  We are collecting Valentine’s Day cards and words of appreciation to be shared with Healthcare workers serving in our community.  We will be delivering cards and flowers to our Healthcare Heroes on Wednesday, February 14th!

Please share your kind thoughts and Valentine’s with us and we will pass them along!  We have many drop-off locations and several drop-in sites to create cards.

Spotlight on the District

New this year, our office will be highlighting hidden gems in the district.  If you would like to share a favorite spot, reach out to our office.

Kicking off our 2024 Spotlight of the District is
Raceway Woods Forest Preserves!

This system of trails located in Carpentersville, IL has a unique history as it used to be Meadowdale International Raceway decades ago. The old racetrack has been restored to a sweet paved bike track but there are quite a bit of off road trails in and around the track. The terrain is pretty varied for Illinois which makes this trail worth wandering.

2 Parking locations:

645 N Western Ave, Carpentersville, IL 60110 (Silo Lot on Rt 31)

550 Huntley Rd, Carpentersville, IL 60110 (Huntley Rd Lot)

Mobile Office

The District Office is centrally located within District 66, however, we recognize that not all constituents will find our location convenient.  Our office will be hosting several Mobile Office Hours and Community Coffees throughout the district in 2024.  If you need help with unemployment resources, navigating state agencies, and mental health resources? My office can help. Look for mobile offices to pop in your area in 2024.

Coffee in the Community is currently being scheduled in Dundee, Elgin,

LEGISLATIVE UPDATES

Bike/Walking Paths along Randall Road

As the demand for biking paths has increased in the past few years in District 66, I am pleased to say that the Illinois Department of Transportation (IDOT) has awarded $3 million to the McHenry County Division of Transportation to construct a new sidewalk and shared-use path along the Randall Road corridor to connect existing regional and local bike/pedestrian sidewalks between Crystal Lake and Lake in the Hills. This was made possible through the Rebuild Illinois Capital Plan, which I voted on and passed through the General Assembly. This project is part of the Randall Road Corridor Improvement Project, which would widen and reconstruct the last remaining section of Randall Road between Alexandra Blvd and Acorn Ln.

December 2023

Hello Neighbor!

This is my third “end of the year” post as your State Rep. I still sometimes find it hard to believe it’s been that long. There have been so many changes in my short time in office and I am proud of the many accomplishments my team and I have achieved on your behalf. We’ve been able to help dozens of constituents with various needs and issues. It feels very satisfying when someone calls and says that their problem has been resolved, helped along by our efforts. We’re here to serve.

My own life has also changed. My children are all living independently, pursuing careers that interest them. My team at the District Office has grown and I’ve loved watching a new generation of young people find their way as we’ve had interns and volunteers over the past 3 years, who have pursued school, taken other positions, or stayed in a new capacity. I believe that every life we touch impacts another and that is how goodwill is spread.

Thank you to everyone who submitted a survey. We received hundreds back and in a future newsletter we will be sharing the results of what our district believes are priorities. Many of the surveys I’ve seen share my own values of education, affordable and accessible healthcare, public safety, and career and technical training.

I look forward to serving another year and another term as I pursue re-election next year. It is the honor of a lifetime and I am grateful to all who make this possible.  As we enter this Holiday Season, my hope is that as you look back at your year, you see moments of light and joy, even in the midst of hardship or despair. Keep in touch. We love hearing from you.

Sincerely,  Suzanne

DISTRICT OFFICE UPDATES

My District’s 3rd Annual
Diaper Drive Collection

My 3rd annual Diaper Drive was a huge success.  We collected an incredible 6,118 diapers, 2526 wipes, and $1,500 in monetary donations from generous community members and businesses.

This year’s Diaper Drive held the first week in November, surpassed last year’s numbers. The growing success of this annual Diaper Drive demonstrates the power of compassion and the willingness of our community members to come together to make a positive difference in the lives of others.

In addition to the diaper donations, TriVista and Uber have made financial contributions to the food pantries which will further contribute to supporting families in need, allowing the food pantries to provide additional resources for other essential needs.

A huge shout out to the businesses and organizations that served as drop-off sites:  Representative Ness’ District Office; Baird & Warner (Michael Simpson); Community Unit School District 300 Central Office; First Congregational Church (Crystal Lake); Girl Scout Troop 1965; Rakow Center; Randall Oaks Recreation Center and the Village of Algonquin.

The items collected during the drive will make a significant impact on the lives of local families struggling to afford basic necessities. The donated diapers and funds will be distributed to the public through the Crystal Lake Food Pantry, the Algonquin/Lake in the Hills Food Pantry, and the District 300 Food Pantry. Along with the food pantries, a donation of adult diapers will be given to Senior Services in Elgin for distribution.

Senior Services Advisory Council

I want to thank the following people and organizations for attending my Senior Services Advisory Council, PACE, RTA, MCRide, and Ride in Kane, for their informative presentations and for answering questions from agencies that serve Seniors in both Kane and McHenry Counties. We also had 2 representatives from the McHenry County Board, members Althoff and Meshes.

Transportation can be a barrier to prosperity and is essential for people who need to access important services like healthcare, but also being able to drive to the grocery store, shopping center, or even a restaurant.  It’s important that we understand the needs of seniors so we can best match our resources.  I look forward to working with the agencies and individuals present as we look to continue to enhance transportation access in the 66th district.

Meet Luke

Are you looking for a walking or running buddy? Luke may be able to help. Luke is a 7-month-old male 45 lb. Lab mix puppy. He’s a friendly and happy puppy that loves affection. He’s potty-trained and crate-trained. He sleeps through the night, usually on his back, in his crate. A family situation where Luke could be in a crate for 2-3 hour stretches during the day until he’s out of the puppy stage or in doggie daycare would be a better fit. Luke is working on basic commands and walking on a leash. His ideal family would have a physical fenced-in yard and be mild to highly active. Luke is a puppy so a family that will be patient and committed to continue training Luke so he can be his best self, as all puppies need would be a good fit. Luke jumps when excited (something he’s working on) and could inadvertently bump into small children so older kids only. He will repay you with unconditional love and lots of kisses! Luke is a loving puppy that would be a great addition to your family!   If Luke sounds like a perfect fit for your family you can review the adoption process & complete an application at –  www.hoofwoofmeow.org/adoption   Hoof Woof & Meow is a 100% volunteer rescue.  All of the organization’s dogs are in Foster Homes.

November 2023

Hello Neighbor!

It is snowing as I write this post, and yet we are still in the middle of what has been a beautiful fall! I have been enjoying the colors this year, which seem more vibrant than in years past. Either way, I am very thankful.

It is the month when gratitude expands, and here in my office, I am very grateful to my staff, who continue to work so hard answering calls, responding to constituents, and making sure that people know how to find us when they need us. Denise, Nan, Ozzy, Alexis, and Emily truly know the meaning of service.

We just completed our third annual diaper drive, and we had even more locations than last year. I bought a big box of diapers and a box of wipes, and the bill came to more than $75.00. The amount I bought would probably last about a month for a family with one child in diapers; however, I was surprised to see the amount. It’s been a while since I needed to buy diapers. Every diaper we collect will go a long way toward helping a family in need.

We have been asked about adult diapers, and yes, we were able to collect those as well. The food pantries serve all ages.

This is the final week of the veto session. If you have specific questions about any bills we may hear, let me know. Last week, the Senate passed several bills. There are also a handful of bills that were vetoed by the governor. You can see the list below. The other big issue we will be discussing is the Invest in Kids Act. It is set to expire at the end of this year.

Some groups are calling it a scholarship program and saying that the General Assembly is ending it. That is not true. The scholarship programs will continue, and individuals can continue to donate money to private schools to give scholarships based on income eligibility. The only thing we are changing is the 75% tax credit that is currently given. The bill that is expiring is for the tax credit, not the scholarship.
This bill was something that happened before my time in the General Assembly.

Lastly, I am grateful to all of you for trusting me to represent you in Springfield.
It is a true honor to serve.

Sincerely,  Suzanne

VETO SESSION UPDATES

Governor Veto
The act of the governor completely rejecting the entire bill

Governor Pritzker vetoed the following bills:

SB76

Removes the moratorium on new construction of nuclear power plants to allow for the construction of advanced and traditional large-scale nuclear reactors in Illinois.

HB1515
Involves changes to e-verify. However, the governor issued a veto at the request of the bill sponsors due to bill drafting errors, which would’ve put employees’ privacy at risk.

HB3643
Requires the Illinois State Board of Education to enter into a statewide education master contract to provide religious dietary options to all Illinois school districts.

Amendatory Veto
Rejecting specific provisions or lines of a bill

Governor Pritzker issued an amendatory veto on the following bills:

HB2507
Provides property tax relief for surviving spouses of first responders and other technical changes. It is important to note that the governor supports this measure. However, the governor issued an amendatory veto that would’ve given private nursing homeowners in Cook County a tax break. Gov. Pritzker rejected this line to ensure that costs remain low for residents and local schools.

HB2878
Allows the creation of public-private partnerships with counties, municipalities, and any other unit of local government. The governor issued an amendatory veto since there will be no anti-corruption oversight of these partnerships.

HB3445
Is an omnibus energy bill that makes changes to the Adjustable Block Grant program to make it more available to public schools. However, the governor rejected a proposal that would allow utility providers in the MISO region to raise rates for ratepayers. Ameren ratepayers would be charged higher costs under this omnibus legislation.

If a veto was issued to a bill, the bill requires a ⅗ vote of Representatives in the General Assembly to override the veto. If an amendatory veto is issued, the General Assembly needs only a simple majority to agree with the changes. If they do not like the governor’s amendatory veto, then they must need a ⅗ majority vote to override the veto.

Meet Parker

Hi! I’m Parker. I’m a handsome 57-pound 1-year-old male pup. I’m a compact, friendly youngster who loves going on dog-friendly adventures with my foster family. I’m great in the car and with other dogs. They tell me I am possibly a lab/terrier mix, which may be why I have short legs.  I am up to date on age-appropriate vaccinations, microchipped, and neutered. I’d love for you to be my forever family.

October 2023

Hello Neighbor!

The warm days of summer have turned into the shorter, cooler days of fall. As a Midwesterner, I’ve always loved fall. It is my favorite season! I love the turning of leaves, the crispness in the air, picking apples, and carving pumpkins. It’s also the promise of the holiday season to come. I don’t mind spending time knocking on doors in this weather.

This time of year also ushers in another round of indoor in-person activities! See below for my upcoming mobile office events and town halls as I continue keeping my commitment to stay engaged in my district and keep people informed of what’s happening in our State. Veto session is coming up; see below for more information about that. If there are issues that you care about regarding this upcoming veto session, be sure to let my office know.

Heading toward the future, I hope to enact legislation on eligibility for the senior property tax freeze exemption. Right now, seniors who make 65K or less can apply for a freeze on their property taxes. It is so important that people be able to age in their homes, especially lower-income seniors on fixed incomes. With the increase in social security payments, some seniors will not be eligible. I hope to raise the limit by 8% (equivalent to the increase) to mitigate this issue. If you or someone you know is affected by this, please reach out to my office and encourage other people you know to contact their state representatives.

Enjoy the last few days of warm weather and the holiday season of Halloween!

Sincerely,  Suzanne

DISTRICT OFFICE UPDATES

Hello! I am excited to move into the role of District Director for Suzanne Ness in the 66th District. I have spent almost 20 years working and volunteering in either municipal government or not-for-profit opportunities. I live in the District and previously worked at a not-for-profit in the center of the District. I look forward to learning more about the Illinois State Government as a tool to assist with growth in the community. Representative Ness has put together a strong staff focusing on constituents’ needs, local policy, and state government. Look for us at local events and join us for Mobile Office hours and Town Halls. If you have questions and concerns or would like to chat over a cup of coffee-  reach out to our office! Our wonderful team is here to work for you! I am looking forward to making a difference through public service.

Internet Safety for Seniors
October 18, 2023

I am joining with State Senator Don DeWitte’s office and representatives from the Attorney General’s office to host an Internet Safety for Seniors informational event. Please plan to attend to learn the ways you can keep your information protected on the internet.

3rd Annual Diaper Drive
October 30th through November 3rd

I am excited to host my 3rd Annual Diaper Drive from October 30th – November 3rd. The community response last year was incredible! We collected over 5,000 diapers along with wipes, diaper creams, and other needed baby care supplies. This year, the donations will be shared with local hometown food pantries, including the D300 Food Pantry, Algonquin Lake in the Hills Food Pantry, and the Crystal Lake Food Pantry. Thank you to the businesses and organizations hosting our diaper drop boxes.

LEGISLATIVE UPDATES

September was another busy month here at the District Office! From attending community to legislative events- it was truly a productive month for my office and myself. One of my favorite aspects of my elected position is to go out to the community and learn more.

Metra Rail Service Expansion
to Rockford from Chicago

Metra will be expanding rail service from Chicago to Rockford via the Milwaukee District West Line, which currently ends in Elgin, adding additional stops between Rockford and Elgin. Those stops will be in Huntley and Belvidere. Service is projected to begin by late 2027. I am excited to be part of this. In the General Assembly I voted for the bipartisan Rebuild Illinois capital program. The Rebuild Illinois capital program provided about $275 million for this much-needed Metra passenger rail service link between Chicago and Rockford. This expansion is expected to spur even more growth development in the far northwestern suburbs of Chicago and create long-lasting jobs. If you want to learn more about this exciting development, I encourage you to check out this website: www.chicagotorockfordrail.org.

What is Veto Session?

While constituent-walking towards the end of summer, I was asked:
“What’s veto session?”

There are two sessions in a single year, where State Representatives usually meet to discuss proposed bills. The first session, known as the “regular session,” typically runs from January to May. In regular session, proposed bills are considered and debated. Bills in this session only require a simple majority to pass. Once they pass through the House of Representatives and the Senate they are sent to the Governor’s desk. Most bills passed through the General Assembly get signed by the Governor, but there are exceptions. One of the powers given to the Governor is the veto power or an amendatory veto, where they can veto a bill if they do not like it. Here comes veto session.

Veto session is the second session of the year, typically running from October to November. Like the regular session, Representatives and Senators meet to discuss and debate bills, except that this time, the bills discussed were vetoed or amendatory vetoed by the Governor.

However, new bills can be introduced during this session. To pass a bill that was vetoed by the governor is harder; it requires a super-majority vote. If a vetoed bill passes the General Assembly, it becomes law, regardless of the Governor’s veto.

Youth Advisory Council

I am continuing my Youth Advisory Council program until the end of this year, and it is exciting to have young people on board to share their perspectives and thoughts with me, along with opportunities for them to connect with our community. It is an exciting program my office offers to local high school students in my district. Feel free to share the word about this program. All interested students are encouraged to fill out this form by clicking the button below.

ADOPTABLE PET OF THE MONTH

Courtesy of Hoof Woof & Meow

Meet Bennu

Bennu is a 7 lb. petite little darling who is quiet as a mouse! She can be shy with new people, but once comfortable she enjoys gentle pets and playing a game of wand chase. She is curious and loves to watch the activities in her foster home and sometimes tries to help sweep. She enjoys the company of her furry foster siblings (check out C. Cane if you are interested in two) and can often be found hanging out in the cat tree. Bennu’s birthdate is 2/28/2021.

Meet Minna

Are you looking for a great companion who enjoys walks and to be cuddled? Sweet Minna may be able to help. She’s a 2-4 year-old, 75 lb gorgeous brindle Terrier/Pit mix.  She is housebroken and will let you know when she would like to be let outside.  She currently is allowed to have the run of the house when her foster parents leave, and she has shown she is a good girl when her people are away. Minna does like to “relocate “items now and again, specifically your shoes, so you might have to search for just a bit. (It could just be a ploy to keep you at home so you can give her a little more attention.) Speaking of attention, did we mention that this girl loves to cuddle?  It’s pretty much her favorite activity. Minna enjoys a good bed, dog or human, with or without anyone else and always a good snuggle.  She identifies as a lap dog and if you want to give her a nice massage, she is grateful.
